Simply apply Dixie Belle Clear Coat or Pentart Varnish and Glue, both available in my store, to the area where you want to place the decoupage paper. Once applied then apply another coat of Dixie Belle Clear Coat or Pentart Varnish and Glue on top of the Rice Decoupage Paper. 
 
You can wet the edges and tear them to give a more jagged look. You also can mist the back of the paper with water to make it stretch a tad and to remove and fold marks. 
 
Allow to dry completely.
